Who delivers electricity in Abilene
AEP Texas lists Abilene among the communities it serves in Chapter 2 of its Tariff for Retail Delivery Service, in the section for areas previously served by AEP Texas North Company (read October 19, 2026). That is why the PUCT reports these charges under "AEP North". AEP Texas owns the poles and wires; it does not sell you electricity. You buy electricity from a retail electric provider you choose, and AEP Texas delivers it.
Switching providers does not change that. Power to Choose, the PUCT's shopping site, says switching to another electric company will not interrupt your service, and the same wires company keeps delivering your power.
If you live near Abilene rather than inside the city, check the delivery company shown on your bill. Some areas are served by a municipal utility or an electric cooperative, and the PUCT says you can choose your provider where you are not served by one of those.
AEP Texas North residential delivery charges
These are the charges AEP Texas reported to the PUCT for residential customers in its North zone. They reach you through your retail plan: a plan's Electricity Facts Label (EFL) may list them as separate lines or include them in one energy price.
| AEP Texas North charge (residential) | Amount |
|---|---|
| Customer charge | $1.27 per month |
| Metering charge | $1.97 per month |
| Volumetric (delivery) charge | 5.6 cents per kWh ($0.056), as listed |
| As of | November 1, 2026 |

The utilities file these summaries with the PUCT every month, so check the PUCT page for the current figures before you compare plans.
Worked example: delivery cost alone
Delivery cost each month = customer charge + metering charge + (usage in kWh × $0.056). The two monthly charges add up to $1.27 + $1.97 = $3.24.
| Monthly usage | Arithmetic from listed charges | Result | PUCT average bill | Delivery per kWh (result) |
|---|---|---|---|---|
| 500 kWh | $3.24 + (500 × $0.056) | $31.24 | $31.12 | 6.25 cents |
| 1,000 kWh | $3.24 + (1,000 × $0.056) | $59.24 | $59.00 | 5.92 cents |
| 2,000 kWh | $3.24 + (2,000 × $0.056) | $115.24 | $114.76 | 5.76 cents |
The PUCT page lists its own average bills, shown in the fourth column. Small differences from the arithmetic come from rounding in the listed rate, and AEP Texas also notes on its report that the listed charges "do not include % of revenue factor based charges", which it included in the average bill examples. Where a figure differs, check the utility's tariff. Either way, this is only the delivery part: your provider's energy charge, any base charge or credit, and taxes come on top.
Delivery per kWh falls as usage rises, because the monthly charges are spread over more kWh. For scale, EIA reports that the average Texas home used 1,096 kWh a month in 2024 (EIA Table 5A, 2024 data).
How Abilene compares with Dallas
Dallas is in Oncor's territory, where delivery at 1,000 kWh comes to $72.73 (as of November 1, 2026). AEP Texas North delivery at the same usage comes to $59.24 from its listed charges. At 500 kWh the figures are $38.40 for Oncor and $31.24 for AEP Texas North, and at 2,000 kWh they are $141.41 and $115.24.
Those figures cover delivery only. Plan offers are listed by ZIP code on Power to Choose, so compare the plans offered at your own address rather than judging an Abilene bill by delivery alone. See the Dallas page for the full Oncor breakdown.
AEP Texas reports its Central zone separately. The monthly charges there are $3.24, the listed rate is 5.7 cents per kWh, and the PUCT average bill at 1,000 kWh is $60.15, against $59.00 in Abilene. The same report notes that two riders (ADFIT and SRC) do not apply to North customers. See the Corpus Christi page for the Central figures.
How to use the calculator with AEP Texas North numbers
- Open the true-cost calculator and enter your monthly usage from a recent bill.
- Open the EFL for each plan you are comparing and copy its energy charge, base charge and any bill credit with its usage limits.
- If the EFL lists delivery charges separately, use the EFL's own figures. If it does not show them, you can enter 5.6 in "Delivery charge (cents per kWh)" and 3.24 in "Delivery charge ($ per month)". That reproduces the arithmetic above: $59.24 at 1,000 kWh, against a PUCT average bill of $59.00.
- If the EFL folds delivery into a single energy price, leave both delivery boxes empty so you do not count delivery twice.
- Compare the true price per kWh at your own usage, and try a summer month and a winter month.

Common questions
What is a cheap electricity rate in Abilene right now?
On November 3, 2026, among 41 fixed-rate 12-month plans on Power to Choose for homes on these wires, the lowest average price at 1,000 kWh without minimum-usage fees or bill credits was 11.2 cents per kWh, a quarter of plans were at or below 11.3 cents, and the median was 11.9 cents. Check the plan's Electricity Facts Label at your own usage before you sign.
Does switching providers change who delivers my power in Abilene?
No. AEP Texas keeps delivering power whichever provider you pick, and Power to Choose (the PUCT's website) says switching will not interrupt your electricity service.
Why does the PUCT average bill differ from the arithmetic?
The PUCT page lists its own average bills, and small differences from the arithmetic come from rounding in the listed rate. AEP Texas also notes in its report that the listed charges do not include charges based on a percentage of revenue, but that those were included in the average bill examples. Where a figure differs, check the utility's tariff.
Can a fixed-rate plan go up if AEP Texas's charges change?
Yes, but only for actual changes in delivery (TDU) charges, ERCOT or Texas Regional Entity fees, or new laws, under 16 TAC 25.475(b)(5). The provider cannot raise the price for other reasons during the term.
Who sets AEP Texas's delivery charges?
The Public Utility Commission of Texas (PUCT) regulates delivery rates. It does not set the final price that retail electric providers charge you.
